Regportal
To start using Regportal, you need to log in with My ID. You can then link your personal profile to your company. This may take some time as the information you provide about the company must be checked by the film center against the Brønnøysund Register. Therefore, be sure to create your user well in advance of the deadline.
We operate with two levels of numbering:
- All applications are given their own case number.
- In development and production, we can link several applications together in one project, e.g. a film. The project will then have its own project number.
A project can then have several cases linked to it (development 1 and 2 and production etc.)
As in the application form for development and production, the applicant selects an existing project or creates a new one.
Our system provider Innovit confirms that the security level in the application portal RegPortal is of the highest standard.
Standards and recommendations regarding security are followed, and they guarantee that the security is as good as it should and can be for such a solution. Innovit is certified to ISO27001 (IT security), as is the hosting platform from Microsoft where the solution runs. The solution has also been penetration tested by independent security auditors without serious findings, and both the Directorate of Culture, the Directorate of Health and the Directorate of Integration and Diversity, among others, have assessed the security of the solution as good. Based on this, Filmkraft assumes that the security of the application portal is satisfactory. Conclusion:
- All documentation that applicants wish Filmkraft to have in its possession must be submitted in the application portal. Email, conventional mail or physical delivery can therefore be completely disregarded.
- But note: There is room for people with a particularly high security level, after prior agreement with the general manager of Filmkraft, to come and tell us things, read from their own documents, show clips, etc.
The application
This depends on which grant scheme you are applying for. Personal grants and professional development can be applied for by individuals, while the remaining schemes must be applied for by a company (a production company can also apply for a grant for travel on behalf of several professional functions in a single application). Remember to check whether the application scheme requires a special industry code. See the regulations for more information.
No, for development support after the application must come from a production company.
From 01.01.2024, all film centers in Norway were mandated to also support the production of long formats.
All applicants for funding from Filmkraft must familiarize themselves with the applicable regulations before submitting an application. The regulations show which rules and procedures apply to the application in question and what reporting we will require from you if you are granted funding. To apply for further support in a project, the previous phase must have been completed. We recommend that producers have received approved final delivery in one phase before applying for the next phase in the same project.
What you write here will be visible in the announcement of our awards. Please note: this is your logline that will explain to the outside world what your project is about.
To ensure equal treatment and progress in the application process, for applications over NOK 300,000, there will usually be no opportunity to send material after the application deadline has expired, unless requested by our case manager. In that case, it will usually only apply to more non-critical documents, which are requested with a short deadline. This is to ensure equal treatment and to maintain progress in the case process.
This means that it does not meet the entry requirements in the regulations and rules. Read our regulations on our website.
Some of our schemes have a limit on how much you can apply for, depending on which support scheme you are applying for.
Own professional development: For travel in Norway, up to NOK 6,000 can be applied for per skilled worker, travel in Europe up to NOK 12,000. Outside Europe up to NOK 20,000.
STARTING TIP: NOK 25,000 - 75,000
Film cultural initiatives: maximum NOK 100,000
Game development; max NOK 300,000
For short films, a maximum of NOK 50,000 can be applied for in development. For other formats, a maximum of NOK 300,000 can be applied for in the project's first development phase.
AV subsidy (development and production) without board approval NOK 300,000.
There are no formal ceilings for other grant schemes, but feel free to contact us if you want to hear more about this.
As a general rule, the marketing strategy, distribution plan and costs associated with launch and distribution must be included in the production application and followed up as part of the production phase.
Applications/application documents for all Dilskudd schemes must be in Norwegian and sent via
applicable application portal. Filmkraft may make exceptions
for the language requirement for all or part of the application
in special cases upon your own application to post@

Appendices and definitions
A producer's note should contain the producer's vision, motivation and plans for the project, as well as a self-assessment of the project's feasibility in terms of both finances and progress. Remember that the memo must also be dated and have a clear author/sender, for example by signature.
A director's note should contain the director's vision, motivation and artistic goals for the project. The memo should also explain how the project is planned in terms of actor selection, character development, visual execution and style. Feel free to attach a mood board or inspirational images. A rights agreement must contain information about who is the creator of the intellectual property/idea and who has purchased which rights, for what amount, for what use and for what period. If the rights period will expire or is at risk of expiring during the implementation of the project, the rights holder must have the first right to an extension. The agreement must be dated and signed by all parties
A synopsis is a short summary of the story in the film, usually one to two pages long for a short film. Longer formats often have several pages. The purpose of the synopsis is to provide a general overview of the plot, characters and themes in the script.
A treatment, on the other hand, is a more detailed version of the synopsis, usually between four and thirty pages, depending on the format. It delves deeper into the story by highlighting character development, turning points and other key elements of the story.
A liquidity plan should show us that the project has calculated how costs and revenues will be distributed throughout the project phase, including VAT.
NFI's chart of accounts must be used in the budget and NFI's calculation form is a ready-made template that can be used. You can download this free of charge from their website. There is also a link to the form in RegPortal. Note that the budget must be without VAT.
An option agreement must contain information about who is the creator of the intellectual property/idea and who has purchased which options, for what amount, for what use and for what period. If the option period will expire or is at risk of expiring during the project's implementation, the option holder must have the first right to an extension. The agreement must be dated and signed by all parties.
A co-production agreement must, at a minimum, include the producers' plans for collaboration, division of labor and ownership, and how any budget overruns and disputes will be resolved. The agreement must be signed by both parties.
Filmkraft's contribution shall not have a decisive impact on the ownership stake.
It is important that the motivation and benefits of the collaboration appear in the mandatory co-producer note.
It is sufficient that you declare that you own the rights in RegPortal as long as the original work is yours.
All realistic costs necessary to complete the project should be included in your budget, including any costs that exceed any limits in the application scheme. This can include everything from audiovisual professional functions, equipment rental and expenses such as accommodation, catering, travel and the like for the phase for which you are applying for funding. VAT should not be included.

Each commitment letter from Filmkraft will include several deadlines for reporting on the project. It is the applicant's responsibility to meet these deadlines, in the same way that the film center must meet its deadlines for processing. If you realize that you will not be able to meet a deadline, it is very important that you notify us in writing before the deadline expires. State the reason for the postponement and the desired new deadline. Filmkraft will then have the opportunity to extend the deadline.
If you do not meet the deadlines or apply for an extension of the deadlines, Filmkraft will assess whether the remaining support should be withheld and, if applicable, whether already paid support should be required to be repaid. Read more in our regulations, section 6.3
Applications for significant deviations or extended deadlines must be submitted to before the current deadline expires, and must be justified. To the extent that applications for significant deviations or extended deadlines arrive too late or are not justified, this will affect our overall assessment of capacity and ability to implement in future cases.
We follow the industry standard of 7% of the budget minus admin fees and unforeseen expenses. Please contact your production advisor if you would like further explanation.
We look first and foremost at the ability to carry out the phase for which funding is being sought, i.e. the project's expertise, financing and time/capacity. Secondly, we look at the more general ability to carry out the project, where emphasis is placed on whether the project can later be realized in its entirety, including the applicant company's professionalism and finances, and the likelihood of fully financing the project.
For series, the regulation sets a limit of 50% public share in the financing plan, with the possibility for the grantor to increase this towards a narrow target group. For the time being, Filmkraft has decided that within the first development phase, and without confirmed financing from the channel, 80% is approved as the public share.
For an established production company, it will be sufficient that there are public accounts confirming non-negligible turnover. For a newly established company, it will be relevant to substantiate that this is not a pure mailbox company or hobby project, e.g. through employment, business plan, specific projects in the pipeline, board composition, office facilities, own website/email, sales materials, bank confirmations, etc.

Filmbalanse focuses on diversity, equality and new voices. The total amount of funds will depend on the applications received throughout the year. You will not find Filmbalanse as a separate scheme in RegPortale, but projects will be considered under the scheme during the case processing.
Initially, all applications are considered as ordinary in the AV pot, but if the Decision and Recommendation Meeting (VIM) sees potential in an application and that it will be able to promote diversity, equality and/or new voices, it will be considered defined under one of the following two schemes. This has no practical significance for you applicants, and is a positive measure both to focus on, expand the grant pot and to be able to report more easily on our areas of focus.
Earmarked funds have been set aside for an AV scheme where the focus is on strengthening diversity and equality in our regional gaming and film industry.
Processing and reporting
VIM = Decision and recommendation meeting
Applications for grants for development, production and games are assessed by consultants and a production advisor (possibly a talent advisor), who recommend them for consideration at the CEO's Decision and Recommendation Meeting (VIM). Grants up to and including NOK 300,000 are then approved by the CEO. Grants over NOK 300,000 are approved by Filmkraft's board of directors following a recommendation from the CEO.

Assessment and prioritization of applications is based on an overall assessment of artistic, production-related, regional industry-building, economic, technical and market considerations.

b) priority areas of focus or considerations determined
by the Ministry of Culture, the Norwegian Film Institute and
Film power,
c) the project's spending in Rogaland,
d) previous artistic and/or commercial
results of the applicant or other key persons in
the project,
e) gender balance and diversity,
f) talent development, and
g) green focus
AV applications up to and including NOK 300,000 are approved by VIM, others are processed by the board.

Once you have requested payment and submitted the material described in the grant letter and this has been approved in RegPortal, the grant will be paid to the account number you have specified. Remember that you must document the correct account number in RegPortal before the grant can be paid.

A rough cut is a roughly edited version of your film that you must deliver when requesting a rate 2 production grant. It is a rough script version with a working dramaturgy.
In accordance with the Public Administration Act, the decision may be requested to be reversed (with reasons) by Filmkraft and/or appealed to the Media Complaints Board (Media Complaints Board) for a final decision. Filmkraft may reverse its own decision without appeal pursuant to Section 35 of the Public Administration Act. Any request for reversal must be submitted to Filmkraft within three weeks of this letter being received for board consideration. The appeal must be submitted in PDF format to the case in the portal and marked "Complaint on decision [case no.]". The administration prepares the case and considers the complainant's submissions. Filmkraft's board may revoke or amend the decision if there are grounds for this. An appeal against the decision may also be submitted to the Media Complaints Board with reference to Section 28 et seq. of the Public Administration Act within three weeks of this letter being received, or three weeks after Filmkraft's announcement of the final decision.
